Fees from the Metropolitan Transportation Authority's congestion pricing plan could range from $9 to as high as $23 during rush hour. Under the plan, motorists who enter Manhattan south of 60th Street will be required to pay a toll, with tolls for commercial vehicles and trucks ranging from $12 to $82.
