In this 1989 interview with journalist Chris Graff, former Vermont Gov. Philip Hoff, who served 1963-1969, talked about becoming the state's first Democratic governor in more than a century. He pushed for representation based on population, rather than "one town, one vote," and the Legislature passed reapportionment in 1965.
