After gerrymander reform fails five times in Florida, campaign-savvy lawyer Ellen Freidin builds a multi-racial, bipartisan coalition and voters pass major reform outlawing election districts drawn “with intent to favor” either party. Legislators promise to behave but secretly do illegal gerrymander. Reformers catch them and state supreme court orders new maps, opening way for newcomer victories.
